Mr. Sandeep Poundrik, an accomplished bureaucrat and public servant, assumed the role of Part Time Director on the Board of Hindustan Petroleum Corporation Limited (HPCL) on October 16, 2014. Currently serving as the Joint Secretary (Refineries) in the Ministry of Petroleum & Natural Gas, New Delhi, Mr. Poundrik has exhibited unwavering dedication and expertise throughout his distinguished career.
Born with a passion for public service, Mr. Poundrik’s journey has been marked by a series of impactful roles, showcasing his commitment to the betterment of society. His pivotal responsibilities at the Ministry of Petroleum & Natural Gas encompass a broad spectrum of vital areas, including Refineries, Auto Fuel Policy, Petrochemicals, Import/export of crude oil and other petroleum products, Pricing of Petroleum products, Bio Fuels, Renewable energy, conservation, Integrated Energy Policy, and initiatives addressing Climatic Change & National Clean Energy Policy.
Prior to his current posting in New Delhi, Mr. Poundrik made significant contributions to the State government of Bihar, where he undertook various senior-level assignments. His multifaceted roles included serving as Secretary, Energy; C&MD, Bihar State Power Holding Company; Secretary, Road Construction Department; MD, Infrastructure Development Authority; MD, Bihar Industrial Area Development Authority, and Collector & District Magistrate in Gaya, Begusarai, and Buxar.
Mr. Poundrik’s academic journey is marked by excellence, earning him a Rajasthan University Gold Medal in BE (Electrical). Furthering his intellectual pursuits, he attained a Masters in Public Administration in International Development from the prestigious Harvard University. This academic background has undoubtedly contributed to his nuanced understanding of complex issues in governance and policy.
An esteemed author, Mr. Poundrik has made notable contributions to the field of disaster risk financing with publications such as “Group Disaster Risk Financing: Case studies” and “Improving the resilience of livelihoods to natural disaster,” both published by the World Bank. His research also extends to the domain of institutional change, evident in his work titled “Leadership and Institutional Change in the Public Provision of Transport Infrastructure: An analysis of India’s Bihar,” published in the Journal of Development Studies.
